CCI Seeks Agency for Market Study on AI and Competition

 

In response to the escalating significance of Artificial Intelligence (AI) across various sectors, the Competition Commission of India (CCI) has announced plans to conduct a thorough market study on ‘Artificial Intelligence and Competition.’ This initiative aims to gather insights from stakeholders and develop a comprehensive understanding of AI’s evolving landscape and its applications within Indian markets.

To facilitate this study, the CCI has issued a request for proposal, inviting agencies to conduct the market study. According to the CCI, this study will play a pivotal role in shaping the Commission’s strategies, focusing on fostering innovation and fair competition in the market.

The proposed study is envisioned as a knowledge-building exercise to delve deep into the emerging competition dynamics within AI development ecosystems. It aims to explore the implications of AI applications for competition, efficiency, and innovation across key user industries.

Key areas of focus for the study include understanding the AI ecosystem, its applications in various user industries, market size, its impact on competition within sectors, and the evolving regulatory and legal frameworks governing AI, both in India and other major jurisdictions.

Furthermore, the study will examine how a competitive environment conducive to the development of AI by incumbents and the entry of new innovators can be fostered. It will also explore strategies and measures to raise awareness among stakeholders regarding the use of AI, its impact on competition, and the necessary compliance standards.

The agency conducting the study will be tasked with collating existing research and data, as well as engaging with stakeholders. The deadline for bid submissions is June 3, with the opening of financial bids scheduled for June 26. The selected agency will be notified post approval.

This proposed market study on AI represents the latest effort by India’s anti-trust regulator to address anti-competitive issues in the emerging digital economy. Alongside establishing a digital markets and data unit, recent amendments to the Competition Act aim to enable closer scrutiny of anti-competitive behavior by Big Tech firms. Additionally, a proposed digital competition law is in the pipeline, further underlining the CCI’s commitment to ensuring fair competition in the digital space.
