UK Gambling Commission Financial Risk Assessments (FRAs) are moving ahead in stages, even as parts of the sector continue to question the approach. In an opinion piece, Lee Hills, CEO of iGaming regulatory advisory service SolutionsHub, argues operators should separate the ongoing policy debate from the immediate operational work needed to implement the regime.

The Commission confirmed on 7 July that stage one will apply to the largest operators when a customer aged 25 or over has net deposits exceeding £5,000 over a rolling 24-hour period. For higher-risk groups, including under-25s, the threshold drops to £2,500. The start date for stage one is still to be confirmed, following engagement through implementation groups over the summer.

Hills highlights the Commission’s statement that, during early implementation, no enforcement action will be taken for failure to act following an FRA. However, he cautions that existing licence obligations remain in place and says operators should use the initial period to get processes working before the regime “beds in.”

He also points to the Commission’s pilot data, which found that 97 percent of customers spending above the threshold levels could be assessed “easily and without friction” using credit reference agency data, without document checks or impacting credit scores. Hills argues the operational pressure point will be what happens after an assessment result is returned—particularly how frontline staff interpret it and handle customer interactions without shifting tone or treating the customer as “a compliance case.”

The core message, he writes, is that FRAs should be implemented as an integrated operating system combining policy, procedures, and training, with clear ownership inside the business. “The debate can continue, but the work can’t wait,” Hills concludes, urging operators to start planning now rather than “reacting under pressure later rather than operating from a plan.”
