Krzysztof Rutkowski

Krzysztof Rutkowski is a certified legal and tax advisor with over 20 years of experience in regulated markets. He is a recognized expert in regulatory advisory for the energy, alcohol, tobacco, automotive, and chemical industries. He is a founding partner at KDCP, where he leads the firm's Excise Tax and Regulatory Practice, advising major Polish and international companies operating in both the Polish and EU markets. He is actively involved in public affairs and advocacy, representing the interests of Polish businesses in their dealings with public authorities, including the National Revenue Administration (KAS) and the Ministry of Finance. Krzysztof is a partner at KDCP Digital, where he assists clients in implementing new regulatory frameworks, including NIS-2 and the Digital Services Act (DSA).

He has been recognized as Poland’s top excise tax advisor in various rankings (2015–2018, 2021–2024). He is the author of numerous publications on excise duties, fuel charges, and tax procedure, and is a frequent speaker at business conferences.
